When Joe says "you" (as in "When you outsource an essential
service...."), he's not talking about YOU. He's talking about the
people who actually make the outsourcing decisions because they have
the institutional power to do so, no matter how much YOU may have
warned them against it. Maybe one of these days they will listen to
YOU about the dubious benefits of certain outsourcing decisions, but
not today, so in the meantime YOU will just have to deal with it.

But that's the point. That's why they did it. I mean, honestly, what
does anybody expect? When you outsource an essential service, you are
hostage to the strategic aims of the vendor.
