I just mailed the March issue of the SPARC Open Access Newsletter.
This issue takes a close look at the new bill before Congress, the
Fair Access to Science and Technology Research (FASTR) Act, and the
new directive from the Obama administration, which both require the
largest federal research-funding agencies to adopt open-access
mandates.
