My opinion, fwiw, is this is gilding the lily too much. I’m not
worried about such access and deem it my responsibility to change that
temporary username and password frequently to ensure the access isn’t
abused. I don’t see the need for including language in license
agreements.

In order to troubleshoot remote access problems with licensed
electronic resources, vendors and Ezproxy hosts are known to ask
libraries for test credentials—a single sign-on username/password
equivalent to those used by affiliates (faculty, students, and others
officially affiliated with the Licensee and explicitly covered by the
license). These credentials can be used to test access and expedite
troubleshooting, but also, obviously, to gain access to licensed
resources by nonaffiliated personnel (vendors). However, the
LibLicense model does not mention “temporary access by external
parties for the sole purposes of troubleshooting” or include other
explicit language.

Is this kind of temporary troubleshooting access implicitly covered in
licensing agreements? What kind of language are you using to make
coverage explicit?
