One of JISC Collections' active current projects is called "Total Cost
of Ownership," defined as "research seeking to establish new models to
support the total cost of ownership of journals."

Very recently, JISC Collections announced release of a fascinating
report in this area.  Written by Information Power, Ltd (Hazel
Woodward & Helen Henderson), the brief document explains how difficult
it is, at this time, to come to a standard understanding and mapping
of Author Processing Charges (APCs).  For example, they write:

"There was a lot of confusion by both publishers and libraries over
the difference between the various business models and licensing
models. Frequently it was unclear whether the APC payment was made for
an article to be totally open, embargoed, available for deposit in a
repository, etc.  There were also many references to the publisher not
meeting OA copyright requirements, with refunds or offers of errata
slips being made by the publisher.  It is exceptionally confusing to
try and calculate any standard APC charges because every publisher has
different terms and condition (e.g. number of pages, number of words,
additional charges e.g. for images).

This report is well worth the time... raises a number of interesting
questions about APCs.
