No, Wilhelmina, what Beall received is more than just an angry letter --
and it's more than just an angry letter demanding money. It's an angry
letter demanding money and explicitly saying that unless the money is
paid, a lawsuit will be filed. That makes it less than a lawsuit, but more
than just an angry letter. It's an angry letter that makes the specific
and explicit promise of legal action: "If we do not receive your written
assurance... that you will comply with our demands, you will be subject to
a civil action in the United States District Court for the Central
District of CaliforniaĊ  without further notice."

A few overheated comments on the listservs notwithstanding, "the vast
majority of people in the library community" are quite clear on the
difference between the threat of legal action and an actual legal action.
