I suspect it is because IMHO OAI-PMH is a cumbersome protocol to
support both as a provider and a consumer. For disclosure, I was in
the committee designing it. I attempted to argue for another
approach at that time. If I were DPLA, I would try to work with a
collection that already has harvested OAI-PMH archives.  The BASE
collection may be available, for example.
