Overdrive is what's used for e-book lending in most public libraries.
96% sounds about right -- for public libraries.  My son worked as a
volunteer for about a year at the e-reader help desk -- teaching
(mostly older) folks how to use their e-readers to download, read and
manage e-books borrowed from the public library.  I can see where a
"bookmobile" event could be a PR/support help in selling the product.
