Well that's an interesting hypothesis: On Tuesday and Thursdays the
library community expresses its vested interests in disparaging toll
access publishers for the high prices of their serials, and on then on
Wednesdays and Fridays is expresses its vested interests in
disparaging open access publishers to defend its lavish spending on
toll-gated resources…

I'd go with the simpler hypothesis that Jeffrey Beall is trying
perform an honest service by pointing out shoddy practices in the new
crop of pay-to-publish journals.
