Computercraft Corporation is currently seeking a PMC Journal Review
Program Coordinator and Journal Selector to support the Selection Unit
in the Collection Development and Acquisitions Section, Technical
Services Division, Library Operations, National Library of Medicine
(NLM). The main emphasis of the job is the review of journal
applications for PubMed Central, the freely accessible archive of
biomedical and life sciences journal literature at the U.S. National
Institutes of Health (NIH). Work will be onsite at the NIH Campus in
Bethesda, Maryland.

Duties:

PubMed Central (PMC) Journal Review Program Coordinator (70%)

·         Manage the work of approximately 12 expert reviewers who
assess the scientific and editorial quality of journals that apply to
be included in PMC:

o    Schedule reviews and assign journal batches to reviewers.

o    Ensure that the reviewers’ reports are complete and consistent.

·         Lead meetings of the NLM group that makes the final
recommendation on a journal based on the expert reviewers’ reports as
well as other factors.

·         Prepare a consolidated report for NLM management and for
communicating NLM’s decision to the journal applicant.

·         Be an expert in the function and use of the PMC Journal
Application Portal used to manage and track the journal review
workflow. Train reviewers on use of the Portal and help resolve
problems.

·         Recommend changes to the review process and/or the
application portal when appropriate.

·         Periodically prepare a high-level analysis of the reviews
done noting any patterns or problems that may require the attention of
NLM management.

Journal Selector (30%)

·         Review journals for the collection or for cancellation, in
English and other languages, based on language skills.

·         Work with staff in the Section to assist with format
selection and identifying acquisitions sources.

·         Conduct research on journal problems, such as title changes
and publisher-related issues.

·         Write reports, documentation, maintain statistics and/or
spreadsheet content.

Minimum Qualifications:

·         Experience with journal editorial processes and
understanding of the business models and norms of the
scientific-technical journal publishing community.

·         Knowledge of biomedical journal publishing standards such as
those supported by Committee on Publication Ethics (COPE) and
International Committee of Medical Journal Editors (ICMJE).

·         Knowledge of NLM products PMC and PubMed.

·         Knowledge of current trends in scholarly communication.

·         Evidence of ability to gather, analyze, and interpret data,
and to clearly and concisely report the results to multiple audiences.

·         Demonstrated ability to manage projects.

·         Excellent interpersonal skills including oral and written
communication.

·         Ability to work both independently and collaboratively in a
collegial and diverse environment.

Desirable Qualifications:

·         Experience working in an academic or research library.

·         Undergraduate or advanced degree in one of the life sciences
and/or ability to interpret medical or scientific literature.

About the Selection Unit:

The Selection Unit (SU) is one of four Units in the Collection
Development and Acquisitions Section, Technical Services Division of
the National Library of Medicine (NLM).  The SU is comprised of a team
of librarians responsible for selecting modern publications including
books, serials, audiovisual and electronic resources for the
collection from all countries and in all languages in accordance with
the Collection Development Manual of the National Library of Medicine.
Staff assist in the selection of materials to digitize from the NLM
collection, content for PubMed Central (PMC) and the National Center
for Biotechnology Information (NCBI) Bookshelf, foreign language
support for MedlinePlus, and the Literature Selection Technical Review
Committee (LSTRC). The Section provides initial bibliographic control
for selected resources. Materials are acquired through firm order and
approval plan arrangements with domestic and foreign publishers and
vendors, subscription vendors, the Library of Congress Overseas
Offices and gifts. The Section licenses and manages access to
electronic resources. The SU provides ongoing assessment of the NLM
collection to ensure that the Library holds a national level
comprehensive collection for biomedicine and that it continues to
support NLM’s basic mission to improve access to information important
to the progress of medicine and the public health.
