Just curious, how does this differ from the subscription model since
the costs are paid by libraries, except that it allows everyone not
paying the price to be free riders? Isn't this rather like the system
that now exists for supporting university presses, with a hundred or
so universities picking up the costs for running presses while all
other universities are essentially free riders (though do contribute
something, of course, through purchase of books)?
