Sorry if I’ve missed a discussion about this, but since comments are
due to the Copyright Office soon (October 9), I thought I would be
hearing more about the Copyright Office’s proposal to create a
licensing scheme for mass digitization.
http://copyright.gov/policy/massdigitization/ . The way the Office has
framed its proposal, it could include licenses for mass
digitization/digital access to all types of literary works, including
scholarly journals and scholarly monographs.  Nonprofit users are the
intended licensees.

Several librarians and archivists have already weighed in publicly.
E.g., SAA had some things to say, and Kevin Smith wrote a nice blog
post. I wrote something too, on the DPLA blog, outlining some issues I
have with the Office’s proposal.

I’m especially interested to know what publishers think.  Are you
excited about the prospect of such a system? Nervous? Indifferent?
