I believe that those who developed the hashtag and advocate its use
know that they are running afoul of the law. They view this is civil
disobedience to influence a change in the environment.  You will see
this sentence

"Kuszewski says it’s an important act of “civil disobedience,” adding
“it’s not an aggressive act but it’s just a way of saying things need
to change.”
