Hi

There are straightforward technical solutions to this issue but better
'community norms' are necessary. The Crossref text and data mining
information discusses using HTTP headers for agreed rate limiting -
number 3 on this page:  http://tdmsupport.crossref.org/researchers/ -
this isn't widely used yet but if it were it would help.
