Does anybody have any idea why this report was prepared in such a way
as to make it hard to read? It really seems to have been created with
a print format in mind. You can't easily read it in a browser, and the
layout of the pages (yes, pages, in an online publication) makes the
type terribly small. It is a cruel irony that a report on open access
monographs should be such a clear manifestation of print
consciousness.

For anyone who wants to know how this could have been done better, the
state of the art is Medium. Not perfect, but aware of what it means to
publish something online.
