Yes - I know of two:

Scolaris from Semantico, a new digital publishing platform for the
scholarly and academic publishing. Scolaris is an integrated content
platform, engineered to manage journals, reference works and
dictionaries. It builds on the success of its predecessor SIPP and
features specific new functionality for the journals sector. In
addition to promising high quality serch and discovery, it also
supports altmetrics for measuring usage, and provides mobile dlievery
and semantic technologies.

Scholastica is a system for publishing journals in an OA environment.
The system provides a pre-conigured system for managing submission and
peer review (encouraging selection of reviewers from the "community
registered with Scholastica") and then for final publication. It is
funded by charging per submission: US$10 per article, except for law
reviews which (for some reason) are charged at only $5 (obviously
lawyers are strapped for cash).
