Subject: Post to Liblicense

Early in 2015, the International Association of Scientific, Technical
and Medical Publishers (STM) (http://www.stm-assoc.org/)  initiated a
formal consultation on the sharing of published articles via scholarly
collaboration networks (SCNs). Many Liblicense contributors submitted
questions and comments on this subject that were subsequently
considered in the development of voluntary principles for the use and
evolution of such networks.

STM has recently launched a new website to continue to provide
information on the evolution of this form of article sharing -
including simplification of publisher sharing policies,  progress
reports on a technical pilot that will enable authors to post articles
more easily, and the proposed extension  of COUNTER to monitor article
use on networks.  The site will be a home for continued commentary on
this subject. We urge Liblicense readers to review the new site and
encourage endorsement of the voluntary principles by organizations
that operate and interact with article sharing networks.
