The Journal of Medical Internet Research (http://www.jmir.org/) is one
such journal. The full text of articles in HTML format are free for
all, but the PDF format requires an individual or institutional
membership. The APC is still fairly high - US $1,900 - but that fee is
waived if there is an institutional membership:

. Incidentally, this journal also charges a submission fee of $90 for
original articles.

Aren't there already some journals published under a freemium model?
