Dear all,

Some facts about the Elsevier offsetting deal in the Netherlands.

Total number of Elsevier journals is about 2500. Articles published by
Dutch corresponding authors in these journals amount to 6000 per year.

The offsetting deal is a continuation of the old subscription deal
(also pricewise) with an OA paragraph, called 'Pilot'.

The Pilot incudes 140 journals in 2016, growing to 280 journals in
2017 and to 420 journals in 2018. In these journals maximal 600
articles will be made OA in 2016, 1200 in 2017 and 1800 in 2018. For
all other OA articles double dipping is applicable, ranging from
roughly € 2500 to € 3500 per article.

Thank you, Cecile.

If you follow the link to the license, there are three lists for the
Open Access journals. One covers 2016-2018, more join for 2017-2018,
and more join in the final year of 2018. At least the list is growing,
but it certainly isn't an option to make your article OA in any
Elsevier journal.

Does anyone know what their reasoning is behind this? Philosophical,
monetary, workflow/technical?
