Thank you for highlighting this situation, Shirley (also misstated on
Elsevier's title lists since Sociologie du travail was transferred,
for example :the Freedom Collection:

I just modified our holdings to 1999-2004 as it seems to have become a
tale of two access models (un conte de deux modèles d'accès). Clearly
2005-2016 can no longer be described as the best of times, for there
are only 24 open access articles (all published in more recent years:
http://www.sciencedirect.com/science/journal/00380296/open-access).

This journal has clearly NOT been discontinued.  The normal wording is
something along the lines of 'Title transferred back to society'.
