CRKN's decision here has nothing to do with Big Deal or no big deal -
the consortium has just recently renewed several big deals.  This is
100% about ACS's "value based" (i.e. usage based) pricing that removes
price predictability. (on a selfish note MPoW was also concerned about
the huge price increase for us that came along with usage based
billing)

The "value based" pricing model was a deal breaker at the consortial
level and I wouldn't be surprised if it wound up being a deal breaker
at the individual school level.  We need price predictability end of
story.

It should be noted that the COUPERIN consortium in France has also
walked away from ACS (though it seems to be more about pricing there):

CRKN to Terminate National Agreement with the ACS

November 26, 2012

The Canadian Research Knowledge Network (CRKN) has announced a
decision to terminate the national license agreement it has held with
the American Chemical Society (ACS) since 2001 for its Web Editions
and Legacy Archives products.  Termination of the CRKN-ACS license
will take effect at the end of 2013, at which time participating
libraries may choose to contract directly with ACS or implement
alternate arrangements.

The decision to terminate the national agreement was taken by the CRKN
Board of Directors after the organization’s negotiating team was
unable to reach a renewal agreement with ACS, owing to fundamental
issues with the new pricing model adopted by ACS for its international
(non-US) library and consortia customers.
