I have been at a number of events where Robert, his colleagues and
other funders have spoken. The comment - We expect every publisher who
levies on open access fee to provide a first class service to our
researchers and their institutions - is in line with their general
attitude.

Some publishers still think that how research outputs are disseminated
is in the hands of the researchers. The argument that I have put
forward in the past is that authors decide where they publish. They is
not the case any longer. It is in the hands of the funders.

Past research has shown that researchers consider that funders
represent a real barrier to the progress in knowledge. Publishers are
well down the list. That is what researchers think. I wonder how many
publishers have been fielding complaints about non-compliance from
researchers?

Government funders see themselves as representing the people who pay.
That is what they say. I would be surprised if the general population
(the taxpayers) know what they are doing.

Wellcome cannot make that claim. Their money comes from investment and
presumably originally from the profits of big pharma.  Who are they
responsible to and who makes sure that they are efficient?
