There is a strong argument for open access to federally funded
research on the Scholarly Kitchen this morning:

The author is David Wojick.  Wojick notes that there has always been a
mandate to provide reports for all research that is federally funded.
He makes a distinction between research reports (mandated) and journal
articles.
