I would like to point you to Polar Research, a journal established by
the Norwegian Polar Institute (NP).  It has been published by
professional TA publishers for some years, but a few years ago NP
formally put out to tender for publishers' services to convert it to a
gold OA journal. It is now published by Co-Action Publishing, but NP
decided to cover all costs for the first years, with an option to
convert it (wholly or partially) to an APC-funded journal.
