That is an interesting question - I have not come across journals not
putting supplements online. I suspect that if a special issue is not
made available online then there will be a reason (possibly legal) for
this. If a library has purchased online-only subscription then they
will only be entitled to online issues.

Supplementary issues are usually considered to be additional items and
therefore supplementary to the main subscription (but usually provided
free as an added bonus to the subscribers) so I doubt you would be
able to claim access as part of your subscription.
