Nucleic Acids Research is a premiere title, published through OUP, which
converted to OA in 2005.  They charge APCs, but provide a discount if
there is an institutional membership (subscription)

Institutional memberships result in a 50% reduction in APCs
<http://www.oxfordjournals.org/our_journals/nar/announce_openaccess.html>.

Breakeven for a campus is publishing between 3 and 4 articles/yr.
