Job Summary

The Program Manager for the Orbis Cascade Alliance supervises two
staff and reports to the Executive Director, working with member
libraries, vendors, consortium staff, and Alliance teams to oversee,
coordinate, develop, and assess the Shared Content and Technical
Services Program.  The program has these primary activities, conducted
with the collaboration of a member team:

* Purchasing or licensing of approximately $14M in commercial
databases, ejournals, and ebooks and memberships related to library
collections

* Supporting shared practices in technical services workflow and practices

* Supporting shared practices and staffing for library functions (such
as collection development, acquisitions, cataloging, serials and
related functions) that maximizes the collective efficiency of these
operations within Alliance libraries

* Instituting collection development services & policies with
appropriate Alliance stakeholders

* Coordinating strategy for managing the Alliance’s central (Network
Zone) bibliographic database, including supporting record loading for
common package

* Supervising (1) staff member who manages the Alliance’s central
(Network Zone) bibliographic database, including supporting record
loading for common packages; and (1) staff member who supports the
licensing portfolio

The goal is to bring a sense of unity to Alliance collections while
creating efficiencies which enable libraries and their staff to focus
on expanding and improving library services and discovery.  The
incumbent staff supervised by this position are a Licensing Specialist
and a Network Zone Manager.

Guided by the consortium’s mission, vision, values, and strategic
agenda, work is non-routine and requires a creative approach to
program management and leadership.  This position is expected to
exercise great latitude in determining organizational process
associated with large, complex, distributed, and high-profile
projects.

Additional expectations of all program managers include:

* Lead or otherwise participate in new initiatives.

* Lead efforts to standardize workflows and system configuration.

* Maintain an awareness of all Alliance programs and take active steps
to communicate with other programs and help coordinate activities
across the consortium.

* Propose and monitor program budget.

* Travel frequently within the northwest region and at least twice
yearly within the U.S.

* Engage in professional activities that develop professional skills
and enhance the profile and operations of the Alliance.
