Just released: the March 31, 2012 issue of the Dramatic Growth of Open
Access. This issue of DGOA focuses on selected indications of success
(or lack thereof) of funding agencies' open access policies.
Compliance rates are far from 100% for any agency. There is some
modest evidence of a transformative effect beyond the policy. On the
other hand, the impact of policy per se, if any, is not clear. It is
suggested that beyond policy, perhaps other measures such as assertive
implementation of policy, are necessary to OA growth.
