It's a threat to sue, not a suit.  I don't know Canada law, but I'm
pretty sure that to make him do paperwork the publisher would have to
open a court case, get a process server to get the papers to him, and
not just mail an angry letter.  If it were me, I would ignore the
letter (or publicize it as the case may be) and not accept any
certified mail sent from Canada, just to be safe.

If the publisher actually sues, that's sad for all of us not already
living in Canada.
