Under §109 of the copyright act - aka, the first sale doctrine, the lawful
owner of a book may lend it to anyone it/he/she wants to - there is
nothing that says ³except books being used as class textbooks at the
institution where your library is located during the semester or quarter
or whatever the time period of the class that is using it meets.² So the
answer to your question whether it is a violation of COPYRIGHT is NO.

This response does not address whether there are any agreements (perhaps
with the campus bookstore), policies or other unknowns along those lines
that may come into play.  But copyright itself - nope.
