I spend a great deal of my time working with professional societies to help them establish OA services - I wrote about this a while ago: http://scholarlykitchen.sspnet.org/2015/01/05/making-a-case-for-open-access/ but the DOAJ policy is a real setback. In my experience authors put the highest priority on the prestige of the journal they publish in.
