In another group, a question has arisen regarding library/vendor
contracts that require user information:  how common are these (or
not)?  Do libraries agree to such terms?

I've seldom come across contracts that require the library to provide
user names and/or addresses, except on occasion if a license is to be
restricted to a particular small subset or group - and not available
to the whole institution.  This would be a special situation, to be
sure.

However, it's not uncommon that, in order to take advantage of special
features of a given resource, an individual user would need to
register him-her self.  And for certain newspapers, an institution
would sign an agreement and then users must register individually in
order to gain access.
