They supplemented the press release with a website that obviously looks to grow the list of subscribing institutions (https://oa2020.us/) and a working document (https://drive.google.com/file/d/0B4izHeZn1Z_AYVhjakdkN1B1S0U/view) going into some detail about the way the institutions see this evolving. OA2020 (http://oa2020.org) originates with the Max Planck Digital Library and looks to "flip" the publishing model in order to get to large scale open access for scientific and scholarly journals more rapidly and (to users) transparently than has been possible till now.
