The Open Access component of the agreement includes a closely defined group of journals in domains that are linked to the country's “Top Sectors”. These are sectors that the Dutch government actively seeks to develop to further develop the Netherlands’ unique strengths. By stimulating Open Access in these domains, we’re contributing to making Dutch universities as well as the Netherlands as a whole more competitive. All Elsevier journals offer Open Access options to all authors. If you follow the link to the license, there are three lists for the Open Access journals. One covers 2016-2018, more join for 2017-2018, and more join in the final year of 2018. At least the list is growing, but it certainly isn't an option to make your article OA in any Elsevier journal. Does anyone know what their reasoning is behind this? Philosophical, monetary, workflow/technical?
