Hi Stephanie, It doesn't appear that they've requested permission from artists, if that's what you are asking. On their FAQ page they address copyright for photographers submitting photographs of public art.

In looking at their website, it looks like the photographs of the art (the copyright being held by the artist) are being used within the scope of fair use.
