Relying on IP range for identifying subscribers has proven itself to be insecure and creates a complex user experience that can frustrate even the savviest of potential readers. Today, there are cooperative efforts from publishers, librarians, technology providers and other stakeholders, attempting to find solutions that will work for all parties.
