Our city's public library subscribes to resources that our corporate library does not (the public library serves anyone who lives or works in their service area). For librarians under similar circumstances, do you ever direct employees to your public library where they can then access the resource themselves? If so, do you include any broad usage guidance such as "content is for individual use only -- do not make copies, email, save to a network...".
