The 11 national research bodies behind Plan-S are hoping to move OA publishing from 30% to 100% of all scholarly research published.  Most nonprofit and commercial publishers are supportive of open access but concede that hybrid models have been helpful in easing the transition to a full and immediately open model.  Plan-S amps up the transition by banning publication in hybrid journals of any funded research and capping article processing charges (APCs).


NFAIS is gathering together all sectors of the information services community October 1 – 2, 2018 in Old Town Alexandria for its Movements & Models Supporting Open Access conference. Attendees will join strategic discussions on how Plan-S could affect scholarly publishing, plus:

  • The “Read & Publish” and “Subscribe to Open” models, and how they meet the goals of academia, while remaining financially sustainable.
  • The growing pressure for researchers to extend their reach beyond traditional academic peer audiences.
  • The Government Purpose License, and how it is being used to provide public access to government-funded journal articles

Transitioning all scholarship to a fully open access model is complicated with many moving parts and affected parties.  NFAIS is the forum for bringing together the entire industry to discuss how to meet the goals of OA while ensuring the financial stability of the scholarly communications ecosystem.
