Announced just weeks ago, “Plan S” is an initiative of 11 European national
research funding organizations. It puts pressure on OA publishing business
models by capping article fees, ending embargoes, and withdrawing support
for “hybrid” OA journals. Robert-Jan Smits, the European Commission’s OA
special envoy, has said the “S” in “Plan S” can stand for “science, speed,
solution, and shock.”

“CCC is monitoring these developments and will work closely with all
parties to address the acceleration of the transition to open access
publishing,” said Tracey Armstrong, President and CEO of CCC. “The business
models and workflows used in scholarly publishing have greatly evolved over
the last 10 years, and we support the collaboration of industry
stakeholders by creating forums and tools that promote sustainable,
transparent, and streamlined practices.”
