Surely this is expressed improperly. Elsevier cannot "require" Swedish ISPs or anyone else to block Sci-Hub. It is the law that requires this.

Hello,

Elsevier requires Swedish internet service providers to block access to Sci-Hub in Sweden: https://techcrunch.com/2018/11/05/swedish-internet-provider-bahnhof-protest-injunction-elsevier-website/

Probably as a consequence of the Swedish universities’ decision not to renew their agreement with Elsevier: https://openaccess.blogg.kb.se/2018/05/16/sweden-stands-up-for-open-access-cancels-agreement-with-elsevier/

Best regards,

Laurent
