QOAM has started a list of journals which are technically Plan S-compliant. Please read https://www.qoam.eu/tools#plan-s.  We could initiate the list with the journals which have a DOAJ Seal of Approval.  Now the first publishers are coming on board.

 

Concurrently, the Fair Open Access Alliance is developing a Breakdown of Publication Services and Fees in order to meet the transparency requirements of Plan S.  Please read https://www.fairopenaccess.org/wp-content/uploads/2019/11/0.4-press-release-nov-2019-Fair-Open-Access-breakdown1.pdf.  As soon as cOAlition S has defined these requirements, the list in QOAM will be adapted accordingly.

 

For fully OA journals it is enough to meet these two requirement categories in order to be compliant?  Hybrid journals have to be included in a so called transformative agreement as well.  These agreements must guarantee that the journals will be fully OA at the end of the transition period. Discussions on realization are under way.
