Why not count just alumni who are members of the alumni association? This
privilege of accessing library resources should be a perk to increase
membership, not a giveaway to all alumni no matter how little interest they
may
still have in the university. You might also restrict it to the alumni who
donate to annual giving--again, use it as an incentive for fund raising.  At
Penn State, where I was employed  for 20 years (and made an honorary
alumnus on
my retirement), there are well over 400,000 living alumni, but only about a
quarter of that number are members of the alumni association (still making
it
the largest alumni association in the country).
