Further to JISC's (UK) excellent "Total Cost of Ownership" studies,
approach, and negotiations, it appears the organization has had good
success in negotiating with publishers to avoid "double-dipping,"
wherein universities could pay twice:  once via institutional
subscriptions to journals and again when authors pay APCs (article
processing  charges).

This is an important accomplishment.  Any more information
