I am sure that many of you have seen this, but Wellcome and the Bill &
Melinda Gates Foundation have joined Plan S, and Wellcome have announced a
revised, tightened open access policy.

Specifically, Wellcome will require immediate OA for all articles resulting
from their funding (so no embargoes), with a CC-BY licence.  They will only
pay ‘reasonable’ APCs and they will not (with a time-limited set of
exceptions) pay for hybrid:

This will probably be just the first of many such announcements over the
coming year as signatories to Plan S develop their implementation plans.
