I posted a link a couple of days ago to a story about citation cartels in
universities in China and Saudi Arabia, where locals are working to pump up
the citation counts of their colleagues.  Now this preprint:  you don't
have to have complacent colleagues in cahoots with you if you can just go
out on the open market and buy yourself some citations.
