COUNTER has issued a Request for Proposals
<https://www.projectcounter.org/wp-content/uploads/2018/03/Request-for-proposals-for-the-development-of-tools-for-the-COUNTER-community.pdf>
for the creation of tools to support the COUNTER community.

The tools required will support the implementation and use of the Code of
Practice Release 5. These are the Release 5 Validation Tool and the Release
5 Consortium Harvesting Tools.
