has signed a nationwide contract with the publisher Elsevier, as part of
the negotiations conducted by the French Couperin consortium of higher
education and research establishments (Couperin, https://www.couperin.org/).

Libraries Guiding Principles for Artificial Intelligence

Dear members,

I got into a curious situation. I recently published a paper in a journal,
run by one of the universities in NY State, that failed to provide DOI for
my paper.

The editors were advised to submit the metadata for the paper to Crossref
and contacted the university librarians but the latter could not help,
being unaware of Crossref.

UKRI, in partnership with the Association of Learned Society Publishers
(ALPSP), the British Academy, and the Open Access Scholarly Publishing
Association (OASPA), has commissioned a project from Information Power. The
project is to support book publishers in their transition to sustainable
open access models, with a particular focus on learned society, subject
association, and smaller specialist publishers. As part of this project,
we’ve been asked to produce a report and evolve existing toolkits to
support publishers who are experimenting with or embracing open access

beware of Google searches for books (Google Scholar, anyone?).

"Google Books is indexing low quality, AI-generated books that will turn up
in search results, and could possibly impact Google Ngram viewer, an

A new report from the DIAMAS (https://diamasproject.eu/) work package that
SPARC Europe leads looks at understanding how institutional publishing is
sustained today. Institutional publishers and service providers are diverse
due to their missions, size and service provision. In addition, there is no
definitive set of tasks that all institutional publishers share. These
characteristics influence the sustainability options available to them and
the choices they make.

Earlier this year, we noticed that some academic publishers have revised
the copyright notices on their websites to state they reserve rights to
text and data mining (TDM) and AI training (for example, see the website
footers for Elsevier <https://www.elsevier.com/> and Wiley
<https://www.wiley.com/en-us>). This new language may create confusion
among libraries and researchers as TDM and AI-based analysis become an
increasingly important aspect of research.

De Gruyter is pleased to confirm that 21 De Gruyter journals are publishing
this year's volumes in open access via Subscribe to Open.

The subscriber threshold for 16 existing Subscribe to Open journals has
been reached. Five new journals are being transformed via Subscribe to Open
in 2024, in line with the plan to transform about 80 per cent of De
Gruyter’s journal portfolio into open access via the Subscribe to Open
model by 2028.

copies of their thesis on Amazon, Barnes and Noble, and other sites. The
thesis is freely available on our institutional repository, but under
copyright with all rights reserved.

There's no publisher or seller information on any of the listings, but I

There’s been concern for some time about language attached to federal
appropriations bills that would contradict the 2022 Nelson memo from OSTP
and ban spending federal dollars on OSTP-mandated open access and open
science. In the present draft, the ban was stripped away in the back
rooms. Thus, it would appear that the bill, without the ban, will likely
pass by March 8th as part of federal budget stop-gapping.

Kansas State University is looking for a new electronic resources
librarian. We are looking for a dynamic, creative, tech savvy person who
can look outside of the spreadsheet. K-State does their collection
development a bit differently than most. We have a team of collection
strategists who curate, purchase, and evaluate all materials including
print, media, and anything electronic. The e-resources librarian does not
have to do cost per use analysis (that is the collection strategy job).

universities in China and Saudi Arabia, where locals are working to pump up
the citation counts of their colleagues. Now this preprint: you don't
have to have complacent colleagues in cahoots with you if you can just go

"Citation cartels" -- a new phrase for me, but this story from Science lays
out the known facts:

Piling up citations is a way of building reputation and thus attracting
readers and viewers in a benevolent frame of mind. I confess that (a) when
I started reading this story, it seemed a little click-baity and I thought
perhaps I should be suspicious but (b) when I saw that it was published in
Science -- with all its prestige -- I decided that this was real and worth
sharing.

The Royal Society of Chemistry (RSC) and the TIB – Leibniz Information
Centre for Science and Technology and University Library, which is the
German national library for science and technology, have signed a new open
access ‘Platinum model’ agreement. The four-year deal provides unlimited
RSC publishing services – including submission, peer-review, hosting,
indexing and promotion – to authors and readers at 77 German research
institutions without charge.

withdrawn from the index.
