There’s been concern for some time about language attached to federal
appropriations bills that would contradict the 2022 Nelson memo from OSTP
and ban spending federal dollars on OSTP-mandated open access and open
science.  In the present draft, the ban was stripped away in the back
rooms.  Thus, it would appear that the bill, without the ban, will likely
pass by March 8th as part of federal budget stop-gapping.
