The text quoted below must be parsed carefully. Are the universities
supposed to be the sole owners of scientific output? And, if they are, does
it mean that they are going to place these "assets" in the public domain?

The publishing rights are also relevant here. Are they exclusive or not?

Really? That would be a radical step forward. Finally, the results of
publicly financed research stay where they belong, in the public domain.
