The needs of all the researchers who are denied access to
peer-reviewed articles because their institutions cannot afford a
subscription are not much better served by a report than by an
abstract.

What they need, if they are to use, apply, build upon and cite the
research is the article.

That's also why authors publish articles, not just reports or abstracts.

And that's why OA needs to mandated.
